Old guides can still mention former terminal numbers or treat boarding letters as terminals. ADR’s current passenger system uses Terminal 1 (T1) and Terminal 3 (T3). The operating airline—not simply “domestic” or “international”—is the safest way to identify where to start.

ADR currently lists these carriers at T1. The list is useful as a planning shortcut, but same-day airline and airport displays remain the final check.
Terminal 3
ADR says the remaining airlines use T3, and T3 can handle domestic, Schengen and non-Schengen flights. This is why destination type alone is not a reliable terminal finder.
How to read the FCO airport map: terminal floors and boarding areas
At FCO, Terminal 1 or Terminal 3 is your landside starting point. After check-in/security, the boarding pass can direct you to an A or E boarding area. Treat those letters as gate zones, not as a taxi drop-off terminal.

Connecting at FCO: Schengen, non-Schengen and separate-ticket decisions
Schengen-to-Schengen
You generally remain within the Schengen travel area without a new external-border passport check, but gate routing and security requirements depend on your itinerary.
Crossing the Schengen external border
A route entering or leaving Schengen can involve passport control and, for eligible non-EU short-stay travelers, the Entry/Exit System (EES).
Separate tickets
Do not assume bags transfer or the second carrier protects you after a delay. You may need to collect bags, enter Italy, recheck and pass security/border control again.
- Check the operating carriers. Confirm whether both flights are on one protected booking or truly separate tickets.
- Read baggage instructions. Ask the first airline whether the bag is through-checked to the final airport.
- Identify border sequence. Non-Schengen/Schengen transitions can add passport and EES processing.
- Reconfirm the onward gate. Use ADR live flights and airport displays after landing; gate information can change.
Arriving at FCO: passport control, baggage, customs and pickup
Your arrival sequence depends on whether your inbound journey crosses the Schengen external border and whether FCO is your final destination or a connection. The safest rule is to follow the live “Arrivals / Baggage Claim / Transfer” signs rather than copying someone else’s route.
Usually no new external-border passport check
Proceed toward baggage reclaim or your connecting route. You may still have airline, customs or security steps depending on the itinerary.
Passport control can include EES
Eligible non-EU short-stay travelers may have travel-document and biometric data processed under the Entry/Exit System. Keep your passport accessible until the border process is complete.
Use the carousel screen to identify the handler
If a bag is missing, note the ground-handling company shown on the monitor near your baggage belt and report the bag before leaving the reclaim area where possible.
Choose the appropriate customs channel
Carry receipts and declarations when required. Travelers seeking a VAT refund on goods packed in checked baggage should complete the relevant VAT/customs step before check-in on departure, not after the bag has been surrendered.
Message your driver only after you are actually ready
Passport processing, baggage delivery and customs can make landing time very different from curb-ready time. Agree on terminal/door only after you reach the public arrivals side.
FCO security: 2-litre liquids, QPass, Fast Track and family screening
Standard EDS C3 screening allows containers up to 2 litres
ADR says that from July 26, 2025, FCO’s new-generation EDS C3 process permits liquids, aerosols and gels in containers up to 2 litres. Laptops and tablets can generally remain inside cabin baggage during these screenings.
QPass is a free time-slot reservation, not a faster security entitlement
ADR’s current services page lists QPass as free, with published service hours of T1 05:00–20:00 and T3 East 03:00–23:00. A QPass reservation controls when you enter the dedicated queue; it does not remove the screening process.
Fast Track price should be confirmed at checkout
Family and special-diet liquids still need lane-specific screening
ADR’s security guidance allows necessary baby food, special dietary products and medicines subject to the applicable checks. Family lanes are available; remove stroller accessories and follow staff instructions when the stroller itself needs screening.
EES, eGates and ETIAS at Rome Fiumicino
Entry/Exit System is active
The EU Entry/Exit System became fully operational across Schengen external border crossing points on April 10, 2026. It generally registers short-stay non-EU travelers’ travel-document data, facial image, fingerprints and entry/exit records.
eGates are a separate tool
FCO has extensive automated passport-control eGates for eligible travelers. Eligibility depends on passport/nationality and direction of travel; follow current signs and border-police instructions rather than assuming every biometric passport qualifies.
ETIAS is not EES
As of Aug. 11, 2026, ETIAS is not yet in operation. EU information says it is scheduled for the last quarter of 2026, with the exact start date to be announced. Do not pay a third-party site claiming an application is required today.
VAT refund at FCO: checked-baggage purchases must be handled before check-in
This is one of the easiest FCO procedures to get wrong. ADR states that when tax-free goods are inside checked baggage, the VAT-refund/customs request must be made before the bag is checked in. Do not hand over the suitcase first and expect to show the goods later.
Terminal 3 departures
For Italian invoices handled by Global Blue, Planet or Tax Refund, ADR lists the relevant desks near check-in counters 196–225.
Terminal 1 departures
ADR lists operator desks near check-in counters 111–140.
Boarding Area E
ADR lists a VAT-refund point near the ADR Info Point. Other cases may require Customs, self-service kiosks or dedicated mailboxes.
- Keep the goods accessible. Do not bury tax-free items in a suitcase you are about to surrender.
- Bring passport, boarding pass and invoices. Your operator or Customs may need to inspect the purchase.
- If the goods are in hold baggage, do VAT/customs first. Then proceed to the airline bag drop.
- Follow the operator-specific refund step. The customs validation and the payment/refund provider are not always the same desk.
Leonardo Express, FL1 regional train, licensed taxi and airport buses
Leonardo Express
Trenitalia’s direct airport train runs non-stop between FCO and Roma Termini in 32 minutes, normally every 15 minutes. The current standard one-way fare is €14. Metrebus integrated tickets are not valid on Leonardo Express.
Trenitalia also states that luggage, including large luggage, has no surcharge; accessible seating/toilets are provided, and guide dogs travel free.
FL1 regional rail
Use FL1 when your destination aligns better with stations such as Trastevere, Ostiense or Tiburtina rather than Termini. ADR publishes departures roughly every 15 minutes on working days and every 30 minutes on weekends/holidays; verify the live timetable.
Licensed white taxi
Use the official taxi ranks outside T1/T3 Arrivals. ADR currently publishes a €55 fixed fare, supplements included, between FCO and destinations inside Rome’s Aurelian Walls. Avoid drivers soliciting customers inside the terminal.

FCO Connect at the airport railway station
ADR currently describes an experimental 06:00–14:00 daily check-in/drop-off desk at the FCO railway station for eligible passengers arriving with a Trenitalia ticket and continuing on ITA Airways international/intercontinental flights. The service is for passengers already checked in online and has route exclusions/eligibility rules, so confirm before relying on it.
Rental cars, car return, car sharing and prebooked chauffeur service
Rental desks: Office Tower 2
ADR places the car-rental desks in Office Tower 2, reached through pedestrian tunnels linking the terminals to the multilevel parking complex. Follow “Rent a Car” signs from Arrivals.
Returns: Parking A, B or C
Return the car to the building assigned by your rental company. Set the exact company return location before joining the airport road network; “FCO Airport” alone can route you to the wrong entrance.
NCC / chauffeur is prearranged
Licensed chauffeur (NCC) service is different from the metered/fixed-fare taxi queue. Book the provider and meeting point in advance and ignore unsolicited terminal approaches.
FCO parking, Kiss&Go and waiting for an arriving passenger
Official easy Parking advertises more than 19,000 airport parking spaces and 24/7 customer assistance. Online prices are dynamic, so this guide does not publish a fake “daily rate” that may be wrong when you book.
P-Terminal A/B/C/D
Multi-storey parking is connected to the terminals by pedestrian routes/moving walkways. Covered-parking vehicle height is generally limited to around 2 metres; confirm the chosen product for a tall van.
Long Stay
Designed for longer parking; products include uncovered options and shuttle connections. ADR’s current parking page also describes free waiting time in the Long Stay area for passenger pickup planning.
Executive
Premium official products serve T1 and T3. Choose them for proximity/service rather than assuming they are the lowest-cost option.
Kiss&Go: do not linger at the terminal curb
ADR’s current Kiss&Go guidance gives drivers 15 free minutes in the controlled T1/T3 terminal-front zone. A special T1 Departures Kiss&Go area at Largo Locatelli is currently advertised with 45 free minutes. If you need more time, move into a legal parking area rather than waiting at the curb.
Which FCO airport hotel is actually walkable, landside or shuttle-served?
Hilton Rome Airport: connected on foot
ADR says the hotel is directly connected to the terminals by a covered pedestrian tunnel with a moving walkway, with a walk of under 10 minutes. This is the simplest choice when avoiding a shuttle is the priority.
HelloSky: landside Air Rooms near the terminals
HelloSky is in the public/landside area near the terminals and ABCD parking. ADR lists 29 flexible Air Rooms and paid shower/lounge options, useful for a long layover without going into central Rome.
Hilton Garden Inn: free Airport Line shuttle
ADR’s free Airport Line shuttle picks up at Terminal 3 Arrivals, Entrance 3, operates 24/7 and is published at roughly every 15 minutes for the Hilton Garden Inn route.
Family parking, strollers, nurseries and play areas
Pink family parking
ADR lists 85 courtesy family spaces on the 3rd floor of P-Terminal D: 24 extra-wide spaces plus 61 standard spaces, with pedestrian access toward T1/T3.

The airport family-service page describes more than 700 courtesy strollers for arriving families. Follow the current arrival signage and return racks rather than taking them outside the designated airport route.
Nurseries and play areas
Nurseries and children’s areas are distributed through T1/T3 and boarding areas. Use the official map because the best facility depends on whether you are before or after security.
High-value stroller return points
- T1 Schengen arrivals: ADR lists a stroller return area near baggage belt 26.
- T3 extra-Schengen, belts 1–10: return racks near belt 9.
- T3 extra-Schengen, belts 11–14: return racks near belt 11.
Request FCO special assistance at least 48 hours before departure
ADR Assistance provides free airport support for passengers with disabilities or reduced mobility. The key step is to request assistance through the airline or tour operator when booking, or at least 48 hours before departure. Without advance notice, the airport says it will try to help but waiting can be longer and the airline may not be able to guarantee boarding in some circumstances.

ADR says the Fiumicino Service Charter follows ENAC guidelines and defines service-level indicators for all passengers, including passengers with disabilities or reduced mobility. How to connect to airport Wi-Fi
Turn on Wi-Fi, select the official airport free network, open a browser and follow the welcome-page flow. Avoid entering sensitive credentials on look-alike networks.
Smoking is limited to designated areas
ADR lists designated smoking areas, including facilities in boarding areas and baggage-reclaim zones. Do not assume you can smoke near any exit or gate; use the current map/signs.

Showers and HelloSky
HelloSky is landside near the terminals and can sell lounge/shower access and flexible Air Rooms. Current opening shown by ADR is 06:00–22:00; verify before a late-night plan.
Search food by your actual airport zone
The official Shop&Eat directory can be filtered by terminal and boarding area. This is more useful than a long static restaurant list because your gate may be far from a recommended venue.
Digiport and WhatsApp updates
ADR offers flight updates by WhatsApp plus digital-map navigation. At E11–24, QR codes can show live boarding progress.
Airport in The City: useful only for specific same-day plans
ADR’s Termini branch at Via Giovanni Giolitti 16 is currently open daily 08:00–14:00. Same-day ITA Airways travelers can use free off-airport check-in/bag drop subject to eligibility; US and Israel flights are excluded. ADR publishes bag-drop cutoffs of 11:00 for eligible ITA flights from 14:30 onward and 14:00 for flights from 17:30 onward. Travelers on other airlines can use a paid baggage-transfer/storage arrangement rather than airline through-check.
